The second album from Montreal’s Arcade Fire exceeds all expectations. With string and orchestral arrangements by the band’s own Owen Pallet (also Final Fantasy) and Regine Chassagne, Neon Bible is full of both punk inertia and meticulously orchestrated woodwinds.
